I should add that I unscrewed the steering cables at the terminations on the quadrant mounted on the rudder stock and rotated the rudder free of all connections to see whether this was smooth running or not. In my case it was silky smooth. It might be worth you waggling the rudder about at this poin...

I had this problem with the wheel steering on my Renown. Had it for years and it used to make my arms/shoulders ache after a days sailing.
